tb_f5526f0   \" data-lazy=\"1\">\n    <h3 class=\"module-title\">PROJECT OUTLINE<\/h3>    <div  class=\"tb_text_wrap\">\n    <p>The 500KW Community Wind Turbine at Alvington is owned and operated by Resilient Energy Alvington Court Renewables (REACR), a Community Benefit Society registered with the Financial Conduct Authority.<\/p><p>The turbine was installed on 24th November 2015 with commissioning completed in early January 2016. The turbine is generating clean, green electricity in line with expectations and is well placed to deliver against the society\u2019s social aims over the turbine\u2019s operational lifetime. These include the Alvington Turbine Community Resilience Fund which provides grants to help address current needs and future challenges in the host community of Alvington, Aylburton and environs. aria-hidden=\"false\">\n\t\t\t\t<div class=\"tb_text_wrap\">\n\t\t\t\t\t<h3><strong>Alvington Turbine Community Resilience Fund Update<\/strong><\/h3>\n<p>Resilient Energy Alvington Court Renewables (REACR) has made the following grants to support projects which help address current needs and future challenges in Alvington, Aylburton and environs and so build community resilience.<\/p>\n<p>A total of \u00a312,710 to Alvington Parish Council<\/p>\n<ul>\n<li>\u00a310,560 (in separate grants for Phases 1,2 and 3) towards a proposal for a new multi-purpose community centre and sports pavilion at Alvington Recreation Ground.\u202fThe funding has supported conceptual drawings, public exhibitions\/community engagement\/option analysis, and preparation of planning application and building regs application documents. The parish council is now at a stage where third party grant funding can be sought.<\/li>\n<li>\u00a31,750 towards installation of Pocket Park play equipment creating a new play area at Garlands Road with facilities for younger children in the community who are currently underserved and additional play facilities at Alvington Recreation ground near the wind turbine. The project is part of a larger project supported by the Parish Council which has been successful in securing leverage of additional public funding for the community to implement it.<\/li>\n<li>\u00a3200 towards new junior goal posts on the Alvington Recreation ground, for use by Lydney Youth Football.<\/li>\n<\/ul>\n<p>\u00a3300 to Alvington Bell Ringers to improve teaching space within the bell tower so that more local people can be trained to expand this tradition in Alvington and elsewhere in the district, reconnecting young and old in the community through shared activity.<\/p>\n<p>\u00a32,410 was also allocated to Aylburton Parish Council in early 2018, towards speed calming measures on the A48 through the village, subject to provision of additional information. As the details (including the findings of traffic surveys carried out) are yet to be provided, in accordance with the fund criteria the ring fenced allocation was returned to the fund at the last round for reallocation to other projects able to proceed. The Advisory Panel remains supportive in principle and has encouraged the Parish Council to resubmit an application for consideration alongside other applicants at a future six monthly funding round.<\/p>\n<p>Previous grants distributed from the Alvington Turbine Community Resilience Fund include;<\/p>\n<p>\u00a32,750 to Woolaston School, towards the purchase and installation of a new Audio Visual resource which is also accessible as a community resource for other groups who utilise the school hall.<\/p>\n<p>\u00a34,750 to Aylburton Village Hall and Playing Field, towards the replacement of play equipment on the Aylburton Playing Field in order to meet necessary ROSPA approval requirements.<\/p>\n<p>\u00a3500 to St Andrews Church Alvington, towards the repair and overhaul of the church clock, a valued community asset on a building of heritage interest.<\/p>\n<p>The next deadline for receipt of applications to be considered in the next funding round is 31st July 2019 (and 6 monthly thereafter). The allocation of funding in this round was as follows:<\/p>\n<ul>\n<li><strong>Alvington Parish Council &#8211; \u00a35000 towards phase 1 of a proposal for a new multi-purpose community hall and sports facility at Alvington Recreation Ground.<\/strong>The Advisory Panel believes that the planned project will provide a focus for community cohesion and a most useful community asset once built.\u00a0The funding will support aspects such as conceptual drawings and public exhibitions\/community engagement\/option plans which in turn will be used to support further grant applications to third party organisations.\u00a0<\/li>\n<li><strong>Aylburton Parish Council- \u00a32,410 towards speed calming measures on the A48 through the village.<\/strong>The panel recognised that speed of traffic through the village was a major community concern but has requested more information on the following aspects prior to the funds being approved for release:\n<ul>\n<li>Summary evaluation of speed calming options considered.\u00a0<\/li>\n<li>Summary of any other grant funding that has been\/could be applied for.<\/li>\n<li>Details of the findings of traffic surveys carried out in Aylburton.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><strong>Deadline for Applications<\/strong><\/p>\n<p>The next deadline for receipt of applications to the Alvington Turbine Community Resilience is 31st\u00a0July 2018 and six monthly thereafter. Details of Fund Criteria and Application Form are accessible via links on the menu tabs.\u00a0<\/p>\n<p><strong>Update on Current REACR Share Offer<\/strong><\/p>\n<p>The current Share Offer (which seeks to refinance the society\u2019s \u00a3600,000 pre-construction loan), has raised around 62% of the target to date. Share subscriptions have continued at a steady rate and the REACR board has, therefore, extended the offer giving more people the opportunity to get involved.<\/p>\n<p>Shares from the current offer are expected to attract member\u2019s interest at an average annual rate of 6% (75% of the rate of members interest which REACR preconstruction stage shares are expected to attract, reflecting the lower risk of an operational project). It is administering the share offer for the society.<\/p>\t\t\t\t<\/div>\n\t\t\t<\/div>\n\t\t\t\t\t<div data-id=\"tab-tb_3f937ad-2\" class=\"tab-content\" aria-hidden=\"true\">\n\t\t\t\t<div class=\"tb_text_wrap\">\n\t\t\t\t\t<p class=\"western\"><b>GRANT ALLOCATIONS FROM THE FIRST FUNDING ROUND <\/b><\/p>\n<p class=\"western\">The Advisory Panel for the Alvington Turbine Community Resilience Fund met in early September to consider all applications received this funding round, against the advertised criteria. The panel were encouraged that the resource would be used for a number of activities within the school, and also that it would be accessible as a community resource for other groups who utilise the school hall.\u00a0 It was felt to be an investment of good value in terms of the benefits to the community, particularly since the school (and after school groups) service families from both Alvington and Aylburton as well as Woolaston.<\/p>\n<p><b>Aylburton Village Hall and Playing Field \u2013 \u00a34,750 towards the replacement of play equipment on the Aylburton Playing Field in order to meet necessary ROSPA approval requirements in 2018<\/b>. The panel recognised that the Aylburton Playing Field is well used and noted the risk of potential loss of this valued community asset if the requirements of ROSPA are not met. It also noted that the Trustees of Aylburton Memorial Hall and Playing Field have already raised \u00a35,200 towards the project costs, from the Aylburton Village Hall Annual Carnival, evidencing good local support.<\/p>\n<p><b><img loading=\"lazy\" class=\" wp-image-78 alignleft\" src=\"https:\/\/resilientenergy.co.uk\/REACR\/wp-content\/uploads\/2017\/09\/alv-church-sept-2017-169x300.jpg\" alt=\"\" width=\"300\" height=\"362\" \/>St Andrews Church Alvington \u2013 \u00a3500 towards the repair and overhaul of the church clock by a specialist clockmaker and horological service engineer<\/b>. Feedback will, however, be provided to all applicants.<\/p>\n<\/div>\t\t\t\t<\/div>\n\t\t\t<\/div>\n\t\t\t\t\t<div data-id=\"tab-tb_3f937ad-5\" class=\"tab-content\" aria-hidden=\"true\">\n\t\t\t\t<div class=\"tb_text_wrap\">\n\t\t\t\t\t<p><strong>PROGRESS TOWARDS THE OPENING OF THE COMMUNITY FUND<\/strong><\/p>\n<p>The Society is now in the process of establishing the community fund mechanisms, with the opening of the first round of applications to the Alvington Turbine Community Resilience Fund expected in early summer 2017.<\/p>\n<p>The fund criteria and mechanism of operation are outlined below.\u00a0 The Society has already received a number of enquiries regarding possible applications to the fund in relation to eligibility criteria. Whilst individual responses at this stage are not considered appropriate, it is hoped that the information provided below will provide clarity.<\/p>\n<p><strong>COMMUNITY FUND CRITERIA and PURPOSE <\/strong><\/p>\n<p>The purpose of the Alvington Turbine Community Resilience Fund has been publicly stated from the outset of this community project, including at the pre-planning stage.<\/p>\n<p><strong><em>To help build <u>community resilience<\/u> in <u>Alvington, Aylburton and environs<\/u> by addressing current needs and future challenges.<\/em><\/strong><\/p>\n<p>Applicants will, however, be required to explain how the funding they seek will help to build community resilience in Alvington, Aylburton and environs and show a basic understanding of what this means. Further links regarding community resilience will be added to this resource as the project itself develops.<\/p>\n<p>The Society will be keen to receive applications for projects\/actions which will help to create a lasting legacy, providing social, environmental and\/or local economic benefits for the community. There will be no requirement for match funding as with some community grant schemes. However, applicants may leverage additional funds by the use of a successful funding award from the Alvington Turbine Community Resilience Fund as match funding for another funding stream.<\/p>\n<p>Further details including a link to an on-line application form will be provided in the next Update along with the closing date for the first round of funding applications to be received.<\/p>\n<p><strong>ESTABLISHMENT &amp; ROLE OF ADVISORY PANEL<\/strong><\/p>\n<p>The Society believes that those living within the community are best placed to understand the community strengths and weaknesses, and therefore determine its needs.<\/p>\n<p>The Alvington Turbine Community Fund Advisory Panel will be established in May 2017 ahead of the opening of the first round of applications to the Community Fund.\u00a0 It will assist the Society by reviewing applications received in each particular funding round, against the Fund Criteria. The Advisory Panel will be Chaired by The Resilience Centre (the Society\u2019s appointed Manager) who will oversee proceedings on behalf of the Society and provide an admin function, but will have no voting rights on funding allocations.<\/p>\n<p>The appointed Advisory Panel members will be briefed on community resilience, and at each funding round they will then have the role of assessing the eligibility of applications against the criteria, and collectively deciding on the allocations of funding.\u00a0 The application process will be competitive and not all eligible applications to the Community Fund will be supported. Feedback will, however, be provided to all applicants and, where appropriate, unsuccessful applicants may be invited to submit an application at the next funding round, once feedback has been considered and\/or further information to support an application has been provided.<\/p>\n<p>Community minded individuals living in Alvington and Aylburton who would like to be considered for a voluntary role on the Advisory Panel, and who are supportive of both the community wind turbine and the aims of the society, are encouraged to email <a href=\"mailto:REACR@theresiliencecentre.co.uk\">REACR@theresiliencecentre.co.uk<\/a> to pre-register their interest in receiving details of the application process when it opens.<\/p>\n<p>Further details including a link to an on-line application form will be provided in the next Update, along with the closing date for Advisory Panel applications to be received.<\/p>\n<p>The selection of the Advisory Panel members will be decided by the board of REACR.\u00a0 Applications will be invited from individuals only ie there will be no nominated representatives of other organisations on the Advisory Panel.\u00a0 Appointed Advisory Panel members may have associations with other community organisations in Alvington\/Aylburton and environs, but will be ineligible to vote on applications to the Community Fund received from any organisation with which they have such associations.<\/p>\n<p><strong>GEOGRAPHICAL ELIGIBILITY CRITERIA<\/strong><\/p>\n<p>Whilst the majority of successful applications to the Community Fund are anticipated to be from applicants in the Alvington, Aylburton and immediate surrounding area, applications from further afield may be considered, at the discretion of the appointed Advisory Panel, but only where the applicant can clearly evidence that there would be significant benefits to the communities of Alvington, Aylburton and environs.<\/p>\n<p><strong>DISTRIBUTION OF FUNDS<\/strong><\/p>\n<p>The Society intends that once the Community Fund opens, applications to the fund will be invited twice a year. The allocation of available funds will be based on 4% of turnover achieved by the Society in the preceding period.\u00a0 The expectations are that the average annual donation by the Society to the Alvington Turbine Community Resilience Fund, over the turbine\u2019s 25 year operation, will be of the order of \u00a315,000 \u2013 \u00a320,000.\u00a0 The figure will, however, be less in the first three years of operation due to higher project outgoings during this period, including in relation to curtailment of the turbine\u2019s full potential as part of biodiversity and habitat monitoring commitments required by Forest of Dean District Council.\u00a0 The first round of funding will also be affected due to the delayed commencement of FiT payments by Ofgem (see December Update).<\/p>\t\t\t\t<\/div>\n\t\t\t<\/div>\n\t\t\t\t\t<div data-id=\"tab-tb_3f937ad-6\" class=\"tab-content\" aria-hidden=\"true\">\n\t\t\t\t<div class=\"tb_text_wrap\">\n\t\t\t\t\t<p>Before the Alvington Turbine Community Resilience Fund can be launched, as with any similar community project, the society first needs to receive sufficient income to meet its initial start-up and ongoing operating costs.<\/p>\n<p>REACR had anticipated being able to establish the fund after the first full year of operation. Like many other community energy projects in England, however, the society\u2019s income has been significantly affected by prolonged and unexpected delays by OfGem in administering the Feed in Tariff (FiT) scheme, for this and other community projects across the UK. We are informed that this is due to the large number of applications received by OfGem immediately prior to the Government\u2019s amendments to the FiT scheme in 2016.<\/p>\n<p>Our prior experience is that the turnaround time for processing of projects, such as REACR, was a matter of only a few weeks. In this instance the processing took 11 months, during which time the society has been unable to claim any FiT income associated with energy generated by the turbine\u2013 a considerable sum.<\/p>\n<p>During the time our application was being processed, OfGem also changed the rules regarding the effective start date for FiT payments. They announced that the effective start date, for the 20 year period over which FiT payments could be claimed, would change from the date at which a project was certified as exporting to the grid (the policy in place at the time of the REACR application for full accreditation), to the date at which the FiT accreditation was finally verified. Because of this change, unfortunately the society\u2019s initial income from the FiT will be backdated only to 24<sup>th<\/sup> April 2016 and not the 24<sup>th<\/sup> November 2015.<\/p>\n<p>These changes do not affect the long term viability or income overall, since the society will still receive FiT payments for the electricity which the turbine generates for the guaranteed 20 year period. However, the delay to the FiT commencement date has affected the society\u2019s income and cashflow in this first year of operation. Consequently, the start date for the opening of the Alvington Turbine Community Resilience Fund is necessarily delayed.<\/p>\n<p><strong>The Society now expects to be able to establish the community fund in spring 2017, with the opening of the first round of applications to the fund likely to be scheduled for early summer 2017<\/strong>.<\/p>\n<p>We anticipate that this webpage will be updated in February 2017 with further details of the mechanism for the fund operation, including a call for applicants who wish to be considered for a voluntary position on the Alvington Turbine Community Resilience Fund Advisory Panel which will assist the society in allocating the funds available at each funding round.<\/p>\n<h3 class=\"module-title\">FUND PROJECTIONS<\/h3>\n<p>The average annual community resilience fund available over the lifetime of the project is expected to remain at \u00a315k \u2013 \u00a320k\/yr. The figure will, however, be less in the first three years of operation due to higher project outgoings during this period, including in relation to biodiversity and habitat monitoring commitments required by Forest of Dean District Council.<\/p>\n<p>In addition to the Alvington Turbine Community Resilience Fund, the society anticipates generating a further surplus for the benefit of the community from around the sixth year of operation (exact value to be confirmed). The society intends that this separate community surplus will be allocated for broader social and environmental benefits across the GL15 postcode area. The parish council is now at a stage where third party grant funding can be sought.<\/li> <li>\u00a31,750 towards installation of Pocket Park play equipment creating a new play area at Garlands Road with facilities for younger children in the community who are currently underserved and additional play facilities at Alvington Recreation ground near the wind turbine. The project is part of a larger project supported by the Parish Council which has been successful in securing leverage of additional public funding for the community to implement it.<\/li> <li>\u00a3200 towards new junior goal posts on the Alvington Recreation ground, for use by Lydney Youth Football.<\/li> <\/ul> <p>\u00a3300 to Alvington Bell Ringers to improve teaching space within the bell tower so that more local people can be trained to expand this tradition in Alvington and elsewhere in the district, reconnecting young and old in the community through shared activity.<\/p> <p>\u00a32,410 was also allocated to Aylburton Parish Council in early 2018, towards speed calming measures on the A48 through the village, subject to provision of additional information. As the details (including the findings of traffic surveys carried out) are yet to be provided, in accordance with the fund criteria the ring fenced allocation was returned to the fund at the last round for reallocation to other projects able to proceed. The allocation of funding in this round was as follows:<\/p> <ul> <li><strong>Alvington Parish Council - \u00a35000 towards phase 1 of a proposal for a new multi-purpose community hall and sports facility at Alvington Recreation Ground.<\/strong>The Advisory Panel believes that the planned project will provide a focus for community cohesion and a most useful community asset once built.\u00a0The funding will support aspects such as conceptual drawings and public exhibitions\/community engagement\/option plans which in turn will be used to support further grant applications to third party organisations.\u00a0<\/li> <li><strong>Aylburton Parish Council- \u00a32,410 towards speed calming measures on the A48 through the village.<\/strong>The panel recognised that speed of traffic through the village was a major community concern but has requested more information on the following aspects prior to the funds being approved for release: <ul> <li>Summary evaluation of speed calming options considered.\u00a0<\/li> <li>Summary of any other grant funding that has been\/could be applied for.<\/li> <li>Details of the findings of traffic surveys carried out in Aylburton.<\/li> <\/ul> <\/li> <\/ul> <p><strong>Deadline for Applications<\/strong><\/p> <p>The next deadline for receipt of applications to the Alvington Turbine Community Resilience is 31st\u00a0July 2018 and six monthly thereafter. Details of Fund Criteria and Application Form are accessible via links on the menu tabs.\u00a0<\/p> <p><strong>Update on Current REACR Share Offer<\/strong><\/p> <p>The current Share Offer (which seeks to refinance the society\u2019s \u00a3600,000 pre-construction loan), has raised around 62% of the target to date. Share subscriptions have continued at a steady rate and the REACR board has, therefore, extended the offer giving more people the opportunity to get involved.<\/p> <p>Shares from the current offer are expected to attract member\u2019s interest at an average annual rate of 6% (75% of the rate of members interest which REACR preconstruction stage shares are expected to attract, reflecting the lower risk of an operational project). It is administering the share offer for the society.<\/p><\/li><li><h4>Autumn 2017<\/h4><p><b>GRANT ALLOCATIONS FROM THE FIRST FUNDING ROUND <\/b><\/p> <p>The Advisory Panel for the Alvington Turbine Community Resilience Fund met in early September to consider all applications received this funding round, against the advertised criteria. Eight applications were received and assessed by the panel, with allocations of funding agreed based on merit.<\/p> <p>The following Applicants were allocated funding from the first round:<\/p> <p><b><img src=\"https:\/\/resilientenergy.co.uk\/REACR\/wp-content\/uploads\/2017\/09\/woolaston-school-sept-2017-300x169.jpg\" alt=\"\" width=\"300\" height=\"169\" \/>Woolaston School \u2013 <\/b><b>\u00a32,750 towards the purchase and installation of a new Audio Visual resource for the school hall consisting of retractable screen, projector, speakers and tower unit incorporating microphones, a PC and audio control system<\/b>. The panel were encouraged that the resource would be used for a number of activities within the school, and also that it would be accessible as a community resource for other groups who utilise the school hall.\u00a0 It was felt to be an investment of good value in terms of the benefits to the community, particularly since the school (and after school groups) service families from both Alvington and Aylburton as well as Woolaston.<\/p> <p><b>Aylburton Village Hall and Playing Field \u2013 \u00a34,750 towards the replacement of play equipment on the Aylburton Playing Field in order to meet necessary ROSPA approval requirements in 2018<\/b>. The panel recognised that the Aylburton Playing Field is well used and noted the risk of potential loss of this valued community asset if the requirements of ROSPA are not met. It also noted that the Trustees of Aylburton Memorial Hall and Playing Field have already raised \u00a35,200 towards the project costs, from the Aylburton Village Hall Annual Carnival, evidencing good local support.<\/p> <p><b><img src=\"https:\/\/resilientenergy.co.uk\/REACR\/wp-content\/uploads\/2017\/09\/alv-church-sept-2017-169x300.jpg\" alt=\"\" width=\"300\" height=\"362\" \/>St Andrews Church Alvington \u2013 \u00a3500 towards the repair and overhaul of the church clock by a specialist clockmaker and horological service engineer<\/b>. The panel believes that maintenance of existing community assets is a good starting point towards achieving community resilience.\u00a0It noted that the application relates to repair of a valued community asset on a building of heritage interest.<\/p> <hr \/> <p>The deadline for receipt of applications for the next funding round is 31<sup>st<\/sup>\u00a0January 2018. <b>The on-line application form<\/b><b>\u00a0must be completed by all applicants and incomplete forms will not be accepted.<\/b><\/p>\n<a href=\"https:\/\/resilientenergy.co.uk\/REACR\/fund-application\/\" data-zoom-config=\"90%|90%\">Application Form<\/a>\n<p>The purpose of the Community Resilience Fund is to help build community resilience in Alvington, Aylburton and environs by addressing current needs and future challenges. Feedback will, however, be provided to all applicants.<\/p> <\/li><li><h4>February 2017<\/h4><p><strong>PROGRESS TOWARDS THE OPENING OF THE COMMUNITY FUND<\/strong><\/p> <p>The Society is now in the process of establishing the community fund mechanisms, with the opening of the first round of applications to the Alvington Turbine Community Resilience Fund expected in early summer 2017.<\/p> <p>The fund criteria and mechanism of operation are outlined below.\u00a0 The Society has already received a number of enquiries regarding possible applications to the fund in relation to eligibility criteria. Whilst individual responses at this stage are not considered appropriate, it is hoped that the information provided below will provide clarity.<\/p> <p><strong>COMMUNITY FUND CRITERIA and PURPOSE <\/strong><\/p> <p>The purpose of the Alvington Turbine Community Resilience Fund has been publicly stated from the outset of this community project, including at the pre-planning stage.<\/p> <p><strong><em>To help build <u>community resilience<\/u> in <u>Alvington, Aylburton and environs<\/u> by addressing current needs and future challenges.<\/em><\/strong><\/p> <p>Applicants will, however, be required to explain how the funding they seek will help to build community resilience in Alvington, Aylburton and environs and show a basic understanding of what this means. Further links regarding community resilience will be added to this resource as the project itself develops.<\/p> <p>The Society will be keen to receive applications for projects\/actions which will help to create a lasting legacy, providing social, environmental and\/or local economic benefits for the community. There will be no requirement for match funding as with some community grant schemes. However, applicants may leverage additional funds by the use of a successful funding award from the Alvington Turbine Community Resilience Fund as match funding for another funding stream.<\/p> <p>Further details including a link to an on-line application form will be provided in the next Update along with the closing date for the first round of funding applications to be received.<\/p> <p><strong>ESTABLISHMENT &amp; ROLE OF ADVISORY PANEL<\/strong><\/p> <p>The Society believes that those living within the community are best placed to understand the community strengths and weaknesses, and therefore determine its needs.<\/p> <p>The Alvington Turbine Community Fund Advisory Panel will be established in May 2017 ahead of the opening of the first round of applications to the Community Fund.\u00a0 It will assist the Society by reviewing applications received in each particular funding round, against the Fund Criteria. The Advisory Panel will be Chaired by The Resilience Centre (the Society\u2019s appointed Manager) who will oversee proceedings on behalf of the Society and provide an admin function, but will have no voting rights on funding allocations.<\/p> <p>The appointed Advisory Panel members will be briefed on community resilience, and at each funding round they will then have the role of assessing the eligibility of applications against the criteria, and collectively deciding on the allocations of funding.\u00a0 The application process will be competitive and not all eligible applications to the Community Fund will be supported. Feedback will, however, be provided to all applicants and, where appropriate, unsuccessful applicants may be invited to submit an application at the next funding round, once feedback has been considered and\/or further information to support an application has been provided.<\/p> <p>Community minded individuals living in Alvington and Aylburton who would like to be considered for a voluntary role on the Advisory Panel, and who are supportive of both the community wind turbine and the aims of the society, are encouraged to email <a href=\"mailto:REACR@theresiliencecentre.co.uk\">REACR@theresiliencecentre.co.uk<\/a> to pre-register their interest in receiving details of the application process when it opens.<\/p> <p>Further details including a link to an on-line application form will be provided in the next Update, along with the closing date for Advisory Panel applications to be received.<\/p> <p>The selection of the Advisory Panel members will be decided by the board of REACR.\u00a0 Applications will be invited from individuals only ie there will be no nominated representatives of other organisations on the Advisory Panel.\u00a0 Appointed Advisory Panel members may have associations with other community organisations in Alvington\/Aylburton and environs, but will be ineligible to vote on applications to the Community Fund received from any organisation with which they have such associations.<\/p> <p><strong>GEOGRAPHICAL ELIGIBILITY CRITERIA<\/strong><\/p> <p>Whilst the majority of successful applications to the Community Fund are anticipated to be from applicants in the Alvington, Aylburton and immediate surrounding area, applications from further afield may be considered, at the discretion of the appointed Advisory Panel, but only where the applicant can clearly evidence that there would be significant benefits to the communities of Alvington, Aylburton and environs.<\/p> <p><strong>DISTRIBUTION OF FUNDS<\/strong><\/p> <p>The Society intends that once the Community Fund opens, applications to the fund will be invited twice a year. The allocation of available funds will be based on 4% of turnover achieved by the Society in the preceding period.\u00a0 The expectations are that the average annual donation by the Society to the Alvington Turbine Community Resilience Fund, over the turbine\u2019s 25 year operation, will be of the order of \u00a315,000 \u2013 \u00a320,000.\u00a0 The figure will, however, be less in the first three years of operation due to higher project outgoings during this period, including in relation to curtailment of the turbine\u2019s full potential as part of biodiversity and habitat monitoring commitments required by Forest of Dean District Council.\u00a0 The first round of funding will also be affected due to the delayed commencement of FiT payments by Ofgem (see December Update).<\/p><\/li><li><h4>December 2016<\/h4><p>Before the Alvington Turbine Community Resilience Fund can be launched, as with any similar community project, the society first needs to receive sufficient income to meet its initial start-up and ongoing operating costs.<\/p> <p>REACR had anticipated being able to establish the fund after the first full year of operation. Like many other community energy projects in England, however, the society\u2019s income has been significantly affected by prolonged and unexpected delays by OfGem in administering the Feed in Tariff (FiT) scheme, for this and other community projects across the UK. We are informed that this is due to the large number of applications received by OfGem immediately prior to the Government\u2019s amendments to the FiT scheme in 2016.<\/p> <p>Our prior experience is that the turnaround time for processing of projects, such as REACR, was a matter of only a few weeks. In this instance the processing took 11 months, during which time the society has been unable to claim any FiT income associated with energy generated by the turbine\u2013 a considerable sum.<\/p> <p>During the time our application was being processed, OfGem also changed the rules regarding the effective start date for FiT payments. They announced that the effective start date, for the 20 year period over which FiT payments could be claimed, would change from the date at which a project was certified as exporting to the grid (the policy in place at the time of the REACR application for full accreditation), to the date at which the FiT accreditation was finally verified. Because of this change, unfortunately the society\u2019s initial income from the FiT will be backdated only to 24<sup>th<\/sup> April 2016 and not the 24<sup>th<\/sup> November 2015.<\/p> <p>These changes do not affect the long term viability or income overall, since the society will still receive FiT payments for the electricity which the turbine generates for the guaranteed 20 year period. However, the delay to the FiT commencement date has affected the society\u2019s income and cashflow in this first year of operation. Consequently, the start date for the opening of the Alvington Turbine Community Resilience Fund is necessarily delayed.<\/p> <p><strong>The Society now expects to be able to establish the community fund in spring 2017, with the opening of the first round of applications to the fund likely to be scheduled for early summer 2017<\/strong>.<\/p> <p>We anticipate that this webpage will be updated in February 2017 with further details of the mechanism for the fund operation, including a call for applicants who wish to be considered for a voluntary position on the Alvington Turbine Community Resilience Fund Advisory Panel which will assist the society in allocating the funds available at each funding round.<\/p> <h3>FUND PROJECTIONS<\/h3> <p>The average annual community resilience fund available over the lifetime of the project is expected to remain at \u00a315k \u2013 \u00a320k\/yr. The figure will, however, be less in the first three years of operation due to higher project outgoings during this period, including in relation to biodiversity and habitat monitoring commitments required by Forest of Dean District Council.<\/p> <p>In addition to the Alvington Turbine Community Resilience Fund, the society anticipates generating a further surplus for the benefit of the community from around the sixth year of operation (exact value to be confirmed). The society intends that this separate community surplus will be allocated for broader social and environmental benefits across the GL15 postcode area.
